in some cases, the map is not populated when you first log in. unload and then load the plugin and it will show spawns.

/unload mq2map gets rid of mq. What am I doing wrong?

Your not doing anything wrong at all. If you want to unload MQ, then that is the perfect way.

I am doing what is said above /plugin MQ2Map unload --- confirms Plugin 'MQ2Map' unloaded --- then I /plugin MQ2Map.load --- confirms Plugin 'MQ2Map' loaded ........ I open up the map and target myself and see nothing on map, even when I target someone else in the zone I still see no "red" targeted character names.?.?.?.?
Is there anything else I can try?

Using latest version i got a CTD while unloading/reloading mq2map at least a couple times.

I am unable to actually make it to character select to unload anything. I usually CTD just before. Not sure if it's helpful but here's from my dbg.txt file: Not complaining.. Just pointing it out.
