Personally, I would try to stay cheap, as well as keep some functionality and the ability to upgrade them into better rigs should the need arise.
AMD 1.4 T-bird w/mobo (bout $120)
on board video
on board sound
256 mb ddr ($50)
10 gig hdd 7200 rpm($40)
Generic case and psu ($50)
Most mobo's have onboard lan, if not throw in another 15 bucks for a NIC card.
I know on board graphics suck, but since these rigs are for macro'n purposes only it should sufice. Of course, you can always upgrade to a Gefo 2 for around 50 dollors and see considarable improvemeant. The mono's you can pick up refurbished for fairly cheap and the O.S. is free if you already have a copy.
