Still see macros with this occasionally; does it still serve any purpose?

Any more details on guidelines for use if it is still useful?

From what I can tell, Turbo still affects those commands and macros where keyboard input and/or mouse input is not required. Any commands that inject keyboard/mouse commands require that EQ recognize them before further processing can happen. While keyboard/mouse input is pending, the Pulse command isn't called, which means that no further macro commands are executed.
