Step 1.

Destroy the fish, it is not needed, and keep the fishbones.
Step 2.
Combine fish bones and fishbone dart tool in a flethcing kit. Yields stack of 5 fishebone darts and a fishbone dart tool on success; a fishbone dart tool on failure.
