Valerian is correct. Zoning is no longer required, and just speaking the language in group will raise the speaker's skill. It only works in group, not /say or /tell, presumably to keep you from spamming a zone.
I can verify this, having 2 of my characters and one of my wife's who speak EVERY language at 100.
