I'm looking for a program that can allow me to search for monsters all through the zone and that tells me what they will drop. anyone know of such a program?

There are no programs that can tell you what a monster is going to drop. That information is only sent to your EQ client when you or a group member starts to loot the corpse.

You can tell what the monsters are "holding" with SEQ. I used this when hunting shardwurms in GD for biles.

Only in some circumstances... If the item effects the appearance of the mob then you can tell it has it with MQ.

Example: Wisps with greater light stones glow brighter.
Example: A giant in EW hold a velium scimitar vs a gaint holding a velium long sword.

So, the shardwurms with bile must glow slightly differently (even if not percievable).

Does SEQ show anything and everything each individual moster has on them to be looted?

The Gm's claim it's determined by the individual server when the mob dies...

I think that's crap. If a mob wields or equips an item, it's GOING to drop.

Case in point. 50% of the time I can predict the complete loot table of The Avatar of War before he hits the ground.

He wields the Blades of Carnage. In ShowEQ if you see

1: Lamentation

grats, in primary he's wielding a BOC (in fact if you pay attention you'll notice him proc'ing on the MA)

If it says H: Plate

grats, his helm slot he has a plate item. Which means welcome to the Helm of Rallos Zek

If it says Light: <something here> I forgot exactly. I believe that means his AOW Pants (it's that or the mask)

At one of our many kills he was dual wielding lamentation objects, wearing a plate helm, and contained a light source.

Upon death, as I predicted. He dropped 2x blades of carnage, helm of rallos, and aow pants.

Loot is determined on mob spawn, but the client never receives this information until they get the loot window open on the mob's corpse (why would the client need it anyways?)

Any mob that wields/equips items this is consistent with. At no point has it been in error. So for christ's sake, stop the rumor.

So to answer the question. The best you can do to determine a mob's loot is to see what the mob has equipped.

Even then the only extent you can see is the physical in-game appearance of that object. And to an even stricter constraint, it's uncommon if not rare that a mob will equip something in the first place. So only on select encounters (PoP and beyond there seem to be little to no mobs who "wield" or "equip" their loot) can this help you out.

NToV is a prime example for using this to your advantage. at least 75% of the dragons up during full spawn will have at least one slot equipped. You can then just meander on allakhazam or something and match up the physical appearance or slot to an item they drop.

If you didn't read the above, Short Answer: No, there is no program nor will there ever that can see everything a mob will drop, unless SOE goes mentally insane and starts sending data for loot tables to the client. The best you can do it guess off the "Appearance" or "Slot" of any items the mob may have equipped.
