MQ2 BUG: Plugin INI files

Plug in INI files are being created in the windows folder and not the MQ folder. Confirmed for mq2map.ini and mq2chatwnd.ini.

Simple enough, fixing.

Figured it was something simple that was overlooked ... but since it probably involves touching all modules that use INI files, I'd leave it to the project's progenitor for now. I'm having enough fun merging in my custom MQ stuff. (Like my own mapfilter to not put labels on spawns outside a certain radius)

Well, plugins were using ini files without the full path, so they were placed in the windows dir.. so now I added a standard variable for them and a SetINIFileName("MQ2ChatWnd.ini"); type of thing
