trying to find a wiki page or resource that has the listing and definition or atleast comment code that i can follow for the making of scripts in ISXEQ. Any help is appreciated. Thank you.

You can't have looked anywhere actually.

The first post of the first ISXEQ forum (Announcements) has a link to the ISXEQ wiki page. Actually, its the first line of the first post in the first ISXEQ forum.

Additionally, a google search for "isxeq help" gets the ismods.com webpage as its second hit, which has links to the wiki and the forums.

I didn't even bother to do a search here since those two are perfect starting points.

TBH, if you can't even find information on ISXEQ without help, you'll have no chance of creating a working script or getting anything useful out of ISXEQ. Stick to MQ2.

ISXEQ is MQ2 built for Inner Space. Everything EQ-specific is exactly the same in ISXEQ as in MQ2, so you look at the MQ2 wiki. Everything else is specific to LavishScript or Inner Space, which you find at http://www.lavishsoft.com/wiki, and click the LavishScript and Inner Space links.
