1. mkdir c:\everquest\uifiles\mynewui
2. copy EQUI_TargetWindow.xml from the frequi package to this directory
3. in game /loadskin mynewui 1
All the pieces not in mynewui come from default, so you only get the updated target window.
You might need window_pieces_v1.tga too in the new directory.

There must be a 3rd file because this still just gives me the default taget window.

That's the problem I was having that I mentioned as well.. I tried copying the files over one by one, and they weren't displaying for some reason, so I was thinking there was a particular file or files that at a minimum were required to be in a UI folder. It's not rocket science, but it wasn't working for me and I got tired of CTD's.

No, there is no minimum. Let's try again:
1. mkdir <place where your everquest is>\uifiles\myui
2. copy EQUI_TargetWindow.xml and window_pieces_v1.tga to <place where your everquest is>\uifiles\myui
3. /loadskin myui 1

for my UI
you need the following Files for that to work
EQUI_Templates.xml
EQUI_Animations.xml
EQUI_TargetWindow.xml
window_pieces_v1.tga
cwnd_bg_clear_rock.tga
scrollbar_gutter.tga
window_pieces01.tga
I made the UI to be used as a whole not as pieces

Thanks for that list, I'll give that a try tonight. I knew there had to be a 'base set' required because what dkaa was saying to do has worked in the past.

WIll try this when the emergency patch is done. I would love to use it as a whole but can't since I CTD entering the game. None of the fixes have worked for me.

EQUI_TargetWindow.xml
window_pieces_v1.tga

All I get is the default UI -- guess I'll wait for someone to update the UI at some point.

Try this
http://www.di28889.com/Freq_di28889_2.zip
This works on all my chars with the fresh install, you just can't size the Short Duration buff's (Sony did not fix this bug)
The only thing that I can think of, maybe some of you guys may not be using all lower case for the the true / false change. It is case sensitive
di28889 wrote:found the spot that is crashing the UI with the Default UI settings,
it is the Sizable part of the window. I sent in a BUG report. hope they will fix that soon, I love the sizable part of it
to fix you need to edit the EQUI_ShortDurationBuffWindow.xml line 1494
<Style_Sizable>true</Style_Sizable>
to
<Style_Sizable>false</Style_Sizable>

I finally got it to work, and here's the two things I did differently..
A. I had my buffs window in default UI arranged vertically. When I loaded frequency and hit ALT+B to bring it up, I CTD instantly. I loaded default UI back up, arranged it horizontally and reloaded frequency and it seems to have worked.
B. On the next account I tried using the UI on, I just disabled the 'keep your layout' option and that worked fine also.
We'll see if I get any other CTDs doing anything else as I start using it..

I use this too the MQ2 ( and your non-MQ2 version for those sad after patch days). Thank you for the quick update!
