No, it's never been easier to get MQ working. We used to have to do a lot of work to create and set up the workspace correctly (the devs even used to stop people from posting complete walkthroughs so you had to figure a couple of steps out yourself). Now anyone with access to a compiler can have it running within minutes of downloading the zip.

This discussion is almost as annoying as the fucking copyright discussions I deal with in my career (ie, this thread is too much like work).

Send the guy an email if it bothers you, or call your lawyer...I honestly don't think any of us care here about it :)
