Yes, it is possible to boost your run speed. No, you can't do it with MQ.

Before y'all jump on me, you can't do it with the official CVS version. I know folks have modified MQ to do all kinds of hacks by implementing additional detours. Those aren't condoned here, however, so go to F-H if you want to know how :D Doubt they'll tell you though, they aren't quite as friendly as the folks here.

As mckorr said, it can be done with MQ, we just don't discuss how to do it, because people will be getting banned a lot more for being dumb, and i think people see speed cheating as a higher level of cheating than seeing anon in who and facing places, it just doesn't seem as bad in my eyes... running speed of cheetah, is a little bit more unfair than /face because u can avoid exp loss and many other things (overcoming encumberance, though i know there is an offset for that too). yes both bad, but i see them on a separate level that many casual MQ users would not want to risk their accounts over (even though both are bannable)... hard to explain, but i hope you can draw the point..

No, it is not implemented in MQ.

Changing your run speed and warping are tracked on the server if you smurf with either, you will get banned.
