You really don't need Python for WinCVS, at least not to just check out the macroquest module.
Now, WinCVS sucks as far as it's actual implementation of CVS itself. Use PuTTY for that instead. The instructions for integrating them are in SourceForge someplace, just don't remember where. Takes a bit of digging to find them.
