Yet another call for help... (MQ doesn't work)

I can't seem to make MQ run on my computer (Win XP)

1. I downloaded the IRC-20021201 and installed it
2. I downloaded the Offsets 0927
3. I changed the dist-file to ini
4. I changed the time im my ini-file to the time eqgame is
5. I downloaded and installed Perl 5.6

Now when I run MQ and EQ nothing happens - no error message and no "success message" (before I knew, I had to change the time I got the "incorrect version" error - but now, nothing happens)

I ran the debugspew, it just said: HookChat - Patching
