Cant get this working pls help

Ok i have tried everything....i put the codes in the eqgame file....tried different downloads...still wont work...if there is something else im suppose to do pls say so. or just give step by step instructions. I had a friend try to walk me through it but still wouldnt work. I use windows 98 so i dont think that should be a problem

1. Download http://macroquest2.com/IRC-latest.zip
2. Get the latest offsets http://macroquest2.com/phpBB2/viewtopic.php?t=1326

and after you c&p the offsets from the board, remove the single trailing space from each line
