Bug: Spell levels are capped at 65

Spell levels in MQ2Utilities.CPP and MQ2ItemDisplay.CPP are capped at level 65.

I have modified my version for testing and discovered no issues. I leave this to be modified by searching for the level checks at 65 and changing them to 70.
