Telnet is basically a text terminal, in MQs case, all the text that you receive in the game can be sent to a telnet client. You can also send commands to EQ thru MQ via telnet.
People use it for different things. Some people turn off all their MQ text going to the actual EQ screen and just monitor it thru a telnet client. Other people have taken it a step further and written programs to take that telnet output and redirect it to IRC or AIM. Other people use it to monitor thier EQ from a remote location. Say you can't play EQ from work, but you still want to be able to chat with people. You could leave EQ running with Telnet set up, connect to it from a remote location, and still be able to chat (or do other things).
