My take on that blurb is they are basically saying stuff like EQW, EQPN and WinEQ is okay, which I understand to be their current unofficial stance anyway. While technically 3rd party programs, they dont really change the gameplay at all.

You should get used to it. Every new game that comes out for now on well need pixelshader 1.1. Dont know why people complain about EQ2 not being able to run on low end systems. Technology has always advanced and always well.
