Notice that all the elemental zones are 10, and time is 13. I know that it is not level based because we have level 50s in PoTime...

Can't be keys, because PoEa and b have a flag/key dif, as well as fire being on a diffrent flag then the other 10s.

I started this post with an idea, but i lost it so nm i guess....

Looking through the list of flags, I don't see any pattern that suggests this, but I'm pretty certain there should be a "not allowed to attack NPCs" flag for zones, shouldn't there? I'm not in EQ to test it right now, but I think the zones with this flag should be PoK, Nexus, Bazaar, and possibly PoT.. I remeber a few weeks ago it was bugged, and people could kite the bazaar bankers all around. Not that I would be doing anything like that, though.
