Help with the DX8.1 thing

Hey i got to the DirectX8.1 part of the step im not sure what im supposed to be donig there... am i supposed to move the dinput.h to my detours include directory?

Oh man well i finally got it to work i think. But when i click down on the icon in my start bar i can only get website and exit to work, the ini wont work?? is something wrong? Readme wont work either.
