Actually, it's phase 3.
I honestly have no idea as to when it'll start.
I'm guessing that they need to finish up the current round of content addition/retooling (the noob areas suck!), and a fair bit of optimization to the client code, to allow older/slower systems to run.

The next beta phase should be starting soon, just wait till then. The devs have been saying they'll add 5-10k people in the coming round.

I'm still using an AGP motherboard, so it's obvious that you need a PCI-E video card of a higher class than the 6600 -- because it's not the RAM or the CPU.
