I was pretty sure there was a setting I could modify, whether it was in the EQ folder, or a Macroquest setting, I cannot recall. There's a setting somewhere that controls this. That's what I'm looking for.

The whole hot-key thing isn't an issue. Just as we can create a window for MQ (like in EQ1) we can set it up so we can have a MQ hotbar that is stored on the computer in your MQ folder.
