ok can I use MQ2 without telnet installed? what would not work ingame?

I complies the first time and followed the wiki saying to do it 3 times lol but it fails on the Telnet code C2338 and C4996. so I deleted the entire folder and the downloaded .zip, redownloaded the fresh .zip and still have the same error. thanks for any help!!
