Yeah, what happens if it spawns, someone kills it 2 minutes later. I'm not sure I get your point. SEQ works something like this- mob spawns at 374,-823. It gets pulled. At 2:34:12 it dies. At 2:54:12, another mob spawns at 374,-823. SEQ says Ok- spawn time on the spot at 374,-823 is 20 minutes, and...

Palladium? They renamed it to something else, or just took the name away entirely. But Palladium, as in the name, doesn't exist anymore. The technology still does though. Whatever though. I don't care how much DRM they embed in it, people are still gonna hack it, they're still going to distribute it...

Max base skill is 250. With a +blacksmithing item, max skill is 252. Best thing to do is get to 240 or so and get a geerlock. Better yet, get a geerlock, and then get 240. I've been told multiple +mod items stack, so you could do 230 and get a geerlock + trophy, but I've yet to see any hard evidence...
